After the war, the federal government planned to sell the land. The locals decided to create their own municipality in a 1947 referendum.

Under Colonel Lawrence Westbrook’s direction, the Federal Works Agency’s Mutual Ownership Defense Housing Division started this initiative. To this end, this was the first of eight.
